Concert and Festival Security Built Around Crowd Safety
Crowd managers, bag checks, screening lanes and officers trained to spot crowd danger before it turns into a crush.
The deadliest risk at a concert is often the crowd itself. At Astroworld in Houston on November 5, 2021, about 50,000 people attended and ten died of compression asphyxia. The police report released in 2023 describes a contract security worker warning before the headliner that people were being pulled over the rail unconscious, a security director who did not pass that warning along, and calls to stop the show that went unheeded for many minutes.
The lesson for promoters is that security is a communications and crowd management job, not just a door job. California Fire Code requires trained crowd managers for larger assemblies, and screening lanes, barricade lines and egress routes all need staff who know when to escalate. Blackout provides licensed officers for gates, bag checks, magnetometer lanes, barricades, backstage and parking, with a clear radio chain so a warning from the front reaches someone who can act.
What we protect against
- Crowd surges and crushes at the stage barricade
- Weapons and contraband carried through gates
- Gate rushing and fence jumping by people without tickets
- Fights and intoxication related medical calls
- Theft from vendors, box office and artist areas
- Parking lot assaults and vehicle break ins after the show
What we provide
- Gate operations with bag checks and walk through or handheld magnetometer screening
- Trained crowd managers and barricade teams with a clear stop the show escalation path
- Radio plan linking security, production, medical and the promoter
- Backstage, artist and VIP credential control
- Box office and cash escort coverage
- Overnight site and equipment security during load in and load out
- Post event incident report and staffing summary
Rules and requirements
- California Fire Code Section 403.11.3 requires trained crowd managers where a facility or event gathers more than 500 people: at least two, plus one for every 250 people or portion thereof. Outdoor events with fewer than 1,000 people are exempt, and the fire code official can reduce the number.
- Contract security guards must hold a BSIS security guard registration (guard card). Armed guards also need a BSIS firearms permit to carry an exposed firearm on duty.

Example program with more than one officer
Example for a 5,000 person one day festival: 16 unarmed guards for gates, bag checks and two magnetometer lanes from doors open to one hour after close, 8 unarmed guards on the stage barricade and crowd manager posts, 2 armed officers on box office and cash collection, 2 off duty officers supervising gates and coordinating with police and fire, and a mobile patrol unit checking the site and equipment overnight between load in and show day.
Questions we get
How many security staff does a festival need?
It depends on attendance, layout, alcohol, and the fire code crowd manager ratio. We build a post by post staffing plan from your site map and expected attendance and adjust it with the fire marshal's requirements.
Can you run magnetometer screening?
Yes. We staff walk through and handheld screening lanes and size them to your doors open window so lines do not back up into the street.
What did Astroworld change about event security?
It showed that warnings from the crowd must reach decision makers fast. Our plans set a direct radio path from barricade staff to the people who can pause a show.
Do your officers provide police services?
No. Licensed security guards do not have police powers. Our officers observe, deter, document and call police or medical. Off duty officers on our staff work for us under the event plan, not as an on duty police resource.
Which officers fit
Most sites need one officer type. Larger sites and events sometimes use more than one.
Unarmed guards
Primary
Unarmed guards fit bag check lanes, ticket and wristband checks, barricade lines, crowd manager posts and parking.
Armed guards
Common
Armed officers fit cash handling points, box office, VIP and artist areas, and perimeter posts at high profile shows.
Off duty police officers
Common
Off duty or retired law enforcement fits command post roles, gate supervisors and liaison with police and fire on site.
