Security for Concrete, Cement, Aggregate and Asphalt Plants
Overnight patrols and guards that protect plant equipment, fuel, copper and heavy machinery at concrete and aggregate sites.
Concrete, cement, aggregate and asphalt plants hold exactly what thieves want: copper wiring in electrical rooms and conveyors, diesel in tanks and equipment, catalytic converters on trucks and loaders, and heavy machinery parked in open yards. In January 2012, thieves cut through the fence at Rialto Concrete Products in Palmdale and stripped more than 20 electrical boxes of copper wiring, leaving over $100,000 in damage.
A cement company in Pasadena had copper pulled from a cell tower on its property in 2013, causing more than $50,000 in damage. Recovery rates are poor: the NICB's equipment theft report found only 23 percent of stolen heavy equipment was recovered, with loaders, and especially skid steers, among the most stolen machines. Many plants sit on large lots in the Inland Empire and high desert, closed at night, with long fence lines and few neighbors.
What we protect against
- Copper wire theft from electrical rooms, motor control centers and conveyor systems
- Diesel siphoning from bulk tanks, mixer trucks and heavy equipment
- Catalytic converter theft from trucks and equipment parked overnight
- Theft of skid steers, loaders, attachments, batteries and tools
- Fence cutting and trespass in quarries and stockpile areas
- Vandalism of scales, scale houses and control equipment
What we provide
- Gate and scale house control with truck and visitor logs
- Randomized overnight armed patrol checks with GPS and photo proof
- Electrical room, fuel tank and equipment line inspections each visit
- Fence line checks and photo reports of cuts or damage
- Lockout of parked equipment and key control reminders for shift leads
- Incident reports with photos and serial numbers to support insurance and recovery
- Shared patrol routes for multiple plants or yards in the same area
Rules and requirements
- California SB 1087 and AB 1740 were signed September 25, 2022. SB 1087 limits who core recyclers and other buyers may purchase used catalytic converters from, and AB 1740 requires core recyclers to record the year, make and model of the vehicle the converter came from along with a copy of its title. These records help document stolen converter cases.
- AB 476 (signed October 13, 2025) adds recordkeeping requirements for junk dealers and recyclers, including a signed seller ownership statement, and raises the maximum fine to $5,000 for dealers who buy utility or railroad wire and metal without due diligence on the seller's right to sell it.

Example program with more than one officer
Run an unarmed guard at the main gate and scale house from 5 a.m. to 5 p.m. to log trucks and visitors. After close, use an armed mobile patrol that visits the plant three to four times between 6 p.m. and 5 a.m. at random times, checking the electrical room, fuel tanks, equipment line and fence. Plants in the same area can share one patrol route to cut cost. Move to an overnight fixed armed post only during periods of repeat hits.
Questions we get
Is a full time overnight guard necessary?
Not always. Many plants get effective coverage from randomized armed patrol visits overnight, with a fixed post added only after repeat theft or during high risk periods.
What do officers check at a plant?
Gates and fence lines, electrical rooms and panels, fuel tanks and pumps, the equipment line, scale house and any stockpile or quarry access roads, with photos at each stop.
Can you cover several plants at once?
Yes. If you operate multiple plants or yards in the same region, one patrol route can cover them, which keeps cost per site down.
Which officers fit
Most sites need one officer type. Larger sites and events sometimes use more than one.
Unarmed guards
Common
Unarmed guards fit scale house and gate control during operating hours and lower risk overnight posts where the yard is lit and fenced.
Armed guards
Primary
Armed officers fit overnight patrols at plants with prior copper, fuel or equipment theft, especially remote sites where police response is slow.
Off duty police officers
As needed
Off duty officers are usually not needed here except for short term details after a major theft or when crews return to the same site repeatedly.
