Security for Fiber Builds, Splice Sites and Cell Tower Compounds
Patrols and standby officers for fiber construction, splice sites and cell tower compounds across Southern California.
Fiber does not contain copper, but it still gets cut. In August 2026 Verizon offered a $25,000 reward after vandals cut multiple fiber cables in Los Angeles and Southern California, leaving thousands of customers without wireless and wireline service. Industry data cited by Verizon counted 6,297 attacks on communications networks in California in 2025, with 1,131 in Los Angeles.
Thieves often cut fiber while hunting for copper, and the state's AB 476 effort noted an attempted theft in Ventura County that nearly severed internet across Los Angeles and Ventura counties. Tower compounds face their own problems: a thief stole GPS tracked backup batteries from a Verizon site on Highway 330 in San Bernardino County, and two men were caught pulling copper from a Pasadena tower that served three carriers, causing more than $50,000 in damage. Construction phases add open trenches, reels and equipment parked overnight.
What we protect against
- Fiber cuts by vandals or by thieves who mistake fiber for copper, causing wide outages
- Backup battery, generator and fuel theft from tower compounds
- Copper grounding and power cable theft at tower sites
- Overnight theft of reels, splicing equipment and tools from fiber construction staging areas
- Lock cutting and unauthorized entry into shelters and cabinets
- Vandalism of handholes and splice enclosures along new routes
What we provide
- Overnight guarding of fiber construction staging yards, reels and splicing trailers
- Randomized armed patrols across tower compounds with gate, lock, shelter and battery cabinet checks
- Photo logged inspections of handholes and splice enclosures along active routes
- Officer standby for restoration crews working at night
- Escort and access control for vendors and subcontractors entering compounds
- Incident reports with photos, vehicle descriptions and police report numbers
Rules and requirements
- California Penal Code 591 makes it a crime to unlawfully and maliciously cut, remove or damage telephone and cable television lines and connected equipment, including backup batteries and other power supplies.
- Verizon offers $25,000 for information leading to the arrest and conviction of people who intentionally damage its equipment in Los Angeles and Southern California.

Example program with more than one officer
During a fiber build, post one unarmed guard at the staging yard from 6 p.m. to 6 a.m. to protect reels, splicing trailers and equipment. Run an armed mobile patrol overnight that checks open trenches, handholes and splice sites along the active route, with photo logged stops. For tower portfolios, schedule randomized armed patrol visits across a group of compounds instead of fixed posts, and add off duty officer standby only when crews are restoring service in a high risk area.
Questions we get
Why would anyone steal or cut fiber?
Many fiber cuts happen when copper thieves cut the wrong cable. Others are vandalism. Either way the outage and repair cost fall on the network owner, so the same deterrence approach applies.
Do tower sites need a guard on site?
Rarely. Most tower portfolios are better served by randomized patrol checks across many compounds, with fixed coverage only during construction or after repeat theft.
Can you cover a long linear fiber route?
Yes. We build patrol routes that follow the active segments of the build each night, focused on open trenches, staged reels and splice locations.
Which officers fit
Most sites need one officer type. Larger sites and events sometimes use more than one.
Unarmed guards
Common
Unarmed guards fit construction staging yards, daytime traffic and access control at work zones, and lower risk perimeter checks of tower compounds.
Armed guards
Primary
Armed officers fit overnight patrol routes covering remote tower compounds and splice sites where battery and cable theft has occurred.
Off duty police officers
Common
Off duty officers fit standby with crews restoring cut fiber at night and details in areas with repeated vandalism.
