Security for City Halls, Libraries and Public Facilities
Lobby, counter and patrol coverage for city halls, libraries, parks and maintenance yards.
Public buildings have to stay open to everyone, which means staff deal with angry residents, people in crisis, and conflicts that would never reach a private office. In December 2024, a Los Angeles City Council motion cited rising verbal abuse, violence and harassment against library staff and patrons and called for new safety protocols and workplace violence prevention plans. That requirement now applies broadly.
California SB 553, effective July 1, 2024, requires nearly all employers to maintain a workplace violence prevention plan, log violent incidents and train employees. Public agencies also manage sites that sit empty at night, such as maintenance yards, parks, community centers and water facilities, where theft and vandalism go unnoticed until morning. Blackout provides officers for lobbies, permit counters and council meetings, library and community center posts, and night patrol of yards and parks, with reports that support your agency's incident log.

Rules and requirements
- SB 553 created Labor Code 6401.9, which since July 1, 2024 requires most California employers to keep a workplace violence prevention plan and a violent incident log and to train employees when the plan is established and annually after that.
- Contract security guards must hold a BSIS security guard registration (guard card). Armed guards also need a BSIS firearms permit to carry an exposed firearm on duty.

Example program with more than one officer
Example for a small city: one unarmed officer in the city hall lobby during business hours, one off duty officer for council meetings, unarmed officers at the two busiest library branches from noon to close, and mobile patrol of the corporation yard and three parks four times nightly with photo proof. Add an armed officer only at the cashier counter if cash volume justifies it.
Questions we get
Can you work under a public agency contract?
Yes. We provide proof of BSIS licensing and insurance and can respond to RFPs and informal bids for security services.
How do your officers handle people in crisis?
Officers are trained to de escalate, keep distance, protect staff and the public, and call police or mobile crisis teams when needed.
Do your reports help with SB 553?
Our incident reports capture the date, location, type of incident and response, which helps your team keep the violent incident log SB 553 requires.
