HOA and Gated Community Patrol in Orange County

Gate officers and roving patrol for Orange County associations and master planned communities, with checkpoint proof of every round for the board.

Few places in California are as association dense as Orange County. The county's Community Associations Institute chapter, which serves nearly 1,500 members, is the largest of the eight CAI chapters in the state, and California as a whole has about 46,000 associations housing more than nine million people. Security is a standard line item here.

More detail

The Ladera Ranch master association contracts patrol and gate attendant services covering parks, trails, pools and clubhouses across 125 neighborhoods, plus gate duties in Covenant Hills, with crime referred to the Sheriff and traffic issues to the CHP. Coto de Caza is patrolled by the Sheriff, the CHP and its own community security force. Anaheim Hills has four guard gated communities, Summit Pointe, Belsomet, Crown Pointe and Hidden Canyon, plus several electronically gated tracts.

That model, private patrol for common areas and rules with police handling crimes, is exactly how Blackout Security Services works. Our officers staff gates, run randomized vehicle patrols, check amenities and document parking violations to support the board's towing process under Vehicle Code 22658. Every round is recorded on our proprietary accountability platform with NFC checkpoint scans, geofencing and GPS tracking, and the board receives a documented report for each service period.

Questions we get

Can your patrol officers tow vehicles or write tickets?

No. Officers document violations with photos and times so the board can act. California associations must follow Vehicle Code 22658 for towing, which sets signage and notice rules and usually requires an association representative to authorize the tow. We provide the documentation that process needs.

What happens when your officers see a crime in progress?

They call the agency that covers the community, which in many South County cities and unincorporated areas is the Orange County Sheriff, and in cities like Irvine, Anaheim and Newport Beach is the city police department. They observe, document, and share video and notes with responding deputies or officers.

What drives the cost of HOA patrol in Orange County?

Number of rounds per night, hours of coverage, whether you need a staffed gate, armed or unarmed officers, the size and road layout of the community, and holidays. Orange County follows the state minimum wage of $16.90 in 2026, so coverage design matters more than local wage rules.

We are switching vendors. How does the transition work?

We review your current scope, post orders and incident history, walk the community, and propose a plan that matches or improves on it. We can then add Blackout to your management company's vendor list and schedule a start date that avoids gaps in coverage.
