HOA and Gated Community Patrol in Los Angeles
Gate officers and roving patrol for Los Angeles associations, with documented proof of every round for the board.
Los Angeles has a surprising number of private and gated enclaves tucked into public neighborhoods. Mountaingate in the Sepulveda Pass mixes guard gated and electronically gated sections across about 298 homes. Bel Air Crest has a 24 hour guard gate, Moraga Estates covers 33 homes, Serra Retreat in Malibu sits behind two guarded gates, and Hidden Hills is an entire gated city served by the Sheriff's Malibu/Lost Hills Station.
More detail
In the Palisades Highlands, gated associations now sit among active fire rebuild sites. A gate controls who enters, but it does not watch the pool house at 2 a.m., check on a resident's home while they are away, or document the car that has been parked in a fire lane for a week. California has roughly 46,000 associations housing more than nine million people, and boards are expected to manage common areas responsibly.
Blackout Security Services provides gate officers and roving vehicle patrol for Los Angeles associations, with officers who observe, document and call police rather than act as police. Parking issues are documented to support the board's towing process under Vehicle Code 22658. Every round is recorded on our proprietary accountability platform with NFC checkpoint scans, geofencing and GPS tracking, and the board receives a documented report for each service period.

Questions we get
Can your patrol officers tow cars or issue tickets?
No. Officers document violations with photos and times. In California, an association's towing must follow Vehicle Code 22658, which sets signage, notice and authorization rules and usually requires an association representative to authorize the tow. We give the board the documentation it needs to act.
Our community already has a gate guard. Why add patrol?
The gate controls the entrance. Patrol covers everything behind it: common areas, pools, trail access, construction lots and homes that sit empty. Many communities keep their gate staff and add a few randomized patrol rounds each night.
What drives the cost of HOA patrol in Los Angeles?
Number of rounds per night, hours of coverage, whether you need a staffed gate, armed or unarmed officers, community size and road layout, and holiday coverage. The local minimum wage where the work is done also applies, which is $18.42 in the City of Los Angeles and $18.47 in unincorporated county areas as of July 1, 2026.
Can you help associations in fire rebuild areas?
Yes. Associations in the Palisades Highlands and other burn areas are dealing with vacant lots, contractor traffic and empty homes. We can add construction site checks to the regular patrol route and log contractor activity for the board.
